The Baltimore City Health Department periodically receives reports of unlicensed tattoo establishments and the tattooing of minors. Mobile tattoo facilities and the practice of conducting “tattoo parties” are prohibited in the City of Baltimore. No person may tattoo any minor, under the age of 18, regardless of parental or guardian permission.Īll tattooing must be done in conformance with the State regulations governing skin-penetrating body adornment procedures ( COMAR 10.06.01.06H ). No person may maintain or operate a tattoo establishment in the City or otherwise conduct tattooing without a license to do so. A tattoo facility must have a Use & Occupancy permit for their establishment. One of these requirements is submitting a copy of a bloodborne pathogens certificate of course completion that meets or exceeds the requirements prescribed in Sections 381.00775(2)(b) 4.and 5., F.S., and Rule 64E-28.006, F.A.C.Tattoo facilities are regulated under Baltimore City Health Code Title 13. Tattoo artists, permanent cosmetics technicians, microblading technicians, and micropigmentation technicians who hold an active license, registration, or certification issued by a jurisdiction outside of Florida, and who are seeking registration as a guest artist, must meet Florida's educational course and examination requirements.
